After some considerable time, DEFRA has approved the BEVA emergency treatment form.  This should be used by vets who are treating a horse without a passport and a copy given to owners to keep for their records.  There has been a delay in finalising this document due to the DEFRA legal team's reservations but it is now agreed that this form is the best solution and DEFRA has finally agreed to support it.
